Flip/rotate apply to the selected layer, or the whole image if nothing's selected (and resize the canvas so nothing clips).
Block size
Pick Mosaic or Blur, drag the box on the canvas over the area to cover, then Apply. It bakes into a new layer on top of whatever's visible there right now — it won't follow if you move other layers around afterward, and there's no live re-editing the strength after the fact (delete the layer and reapply for a different setting).
